Hyperlinking Policy

We do not object to you linking directly to the information that is hosted on our site and no prior permission is required for the same. However, we would like you to inform us about any links provided to our site so that you can be informed of any changes or updations therein. Also, we do not permit our pages to be loaded into frames on your site. Our website's pages must load into a newly opened browser window of the user.

In addition, at many places in this website, you shall find links to other websites (external links). These external links have been placed for your convenience. NIEPMD is not responsible for the contents and reliability of the linked websites and does not necessarily endorse the views expressed in them. We can not guarantee that these links will work all the time and we have no control over availability of linked pages.

Content Archival Policy

For time sensitive content which expires after a certain date (e.g. tender 5.2.6 notifications, announcements for conference registrations, contest entries etc.), a policy on whether the content should be archived for future reference or removed altogether from the website should be decided by the concerned Department after careful consideration of their nature of content. However, 'expired' content MUST not be presented or flashed on the website. The Departments MUST have a clearly laid out Content Archival Policy (CAP) clarifying the rules set in this regard. Each of the content component is accompanied by the Meta data, source. Some of the contents carry a validity date. For some of the components the validity date may not be known ie, the content is stated to be perpetual. Under this scenario, the validity date will be ten years hence. For few of the components like announcements, tenders only the live content whose validity date is after the current date is shown on the portal. Such contents will be removed with the consent of Web Information manager. Quarterly review will be done on all contents and would be sent to the content contributor two weeks prior to the validity date to revalidate the content and if required modify the validity date. In case of no response, then a reminder is sent a week before the validity date and thereafter the content would be archived and no longer published on the Portal. For the retrieval of content which has expired, there is a need to archive the content. Government Websites, Forms, Services and Contact Directory which are discontinued should be expunged.

Content Contribution, Moderation & Approval Policy (CMAP)

The Departments MUST have a Content Contribution, Moderation and Approval Policy (CMAP) stating the responsibility, authorization and workflow details with regard to content publishing on the site. The Content of Documents or files to be uploaded in website are contributed by the concern department and got approval from the competent Authority. Then only it will be uploaded in the website.

Content Review Policy (CRP)

All Government Departments MUST formulate a proper web Content Review Policy (CRP) depending upon the nature of their content and if possible, also publish the policy on their website. NIEPMD is an autonomous organization under Department of Empowerment of Persons with Disabilities (Divyangjan) Ministry of Social Justice and Empowerment, Government of India, New Delhi. The Institute is located at East Coast Road, Kovalam Post, Muttukadu, Chennai - 603112. Since the scope is huge, the Review Policy has been divided into different categories and accordingly managed on the website. Following is the list of the different categories and the Content Review Policy as per the category:
1. Activities and Services: The frequency of review would be once every quarter or in case of any change or addition, the review and change would be done immediately.
2. Administrative Hierarchy: Review would take place immediately in case of any change. Otherwise review to be done every quarter.
3. Laws, Policies & Schemes / Programs: Review would be immediate in case of any additions/ changes. Otherwise review to be done every quarter.
4. Forms: Forms to be reviewed every quarter. New forms to be added immediately.
5. Documents/Reports: Review to be done once a quarter. Annual report of one year is kept.
6. News/Press Release: Review to be done immediately.
7. Photo gallery: Review to happen once a quarter, in case of a new and important event, the review would be immediate.

Website monitoring plan

Websites must be monitored periodically in accordance with the plan to address and fix the quality and compatibility issues around the following parameters:
Performance: a. Site download time should be optimized for a variety of network tested for this.
Functionality:b. All modules of the website should be tested for their functionality. Moreover, interactive components of the site such as discussion boards, opinion polls, feedback forms etc. should be working smoothly.
Broken Links:c. The website should be thoroughly reviewed to rule out the presence of any broken links or errors. A number of tools and techniques are now available to easily detect the broken links in a website
Traffic Analysis:d. The site traffic should be regularly monitored to analyze the usage patterns as well as visitors profile and preferences. Traffic Analysis tools also give reports on broken links.
Feedback:e. Feedback from the visitors is the best way to judge a website's performance and make necessary improvements. A proper mechanism for feedback analysis should be in place to carry out the changes and enhancements as suggested by the visitors.

Website Security Policy of NIEPMD

NIEPMD has a responsibility to protect from disclosure to unauthorized parties the personally identifiable information (name, address, date of birth, social security number, etc.) of its website users. Therefore, NIEPMD has adopted and implemented a website security policy to protect account information of its website users.
